The Norton Water Department prepares the final water bill for property closings through the MLC (Municipal Lien Certificate) process. When the closing attorney orders the MLC through the Tax Collector’s Office the water department is sent a copy of the MLC. We then get a reading and prepare the final water / sewer bill for closing. The tax collector will complete the document including the water service account number and amount due (this info is located at the bottom of the document) and return to the Attorney. Most MLC requests are ordered 7-10 days prior to the closing date. It is the attorney’s responsibility to contact the water department for an updated figure if the closing is scheduled to close more than 10 days later than the date of the MLC request.
