Norton's Stormwater Management Bylaw (Chapter 133)

 The Bylaw was adopted at the 10/17/16 Town Meeting, and as Amended at the 05/8/21 Town Meeting. Projects subject to this bylaw shall be determined by the Norton Stormwater Agent to be either exempt, require an administrative approval, or shall require a stormwater management permit (SMP).

Development/Land Disturbance Permit, Procedures, & Guidelines

 

(1.) All land use projects disturbing 20,000 Square Feet (or greater) of land are to file a Stormwater Management Application which shall include at a minimum  (1) physical address; (2) assessor map & parcel/lot; (3) plot/site plans delineating the limit of work (square feet).          

                                                                 

(2.) In the event a Notice of Intent (Conservation Permit) & Stormwater Checklist has been submitted for the proposed project, a "Local Stormwater Management Application" and fees are not required for submittal to the Conservation Department.

 

(3.) In addition to any Operation and Maintenance and/or issued permit provisions or conditions, any land use projects subject to a Local Stormwater Management Application shall implement Best Management Practices (BMPs);  

(4.) To avoid any potential violations, penalties, and fines for unauthorized land disturbance activities, Norton's Stormwater Authority recommends Norton Residents and Landowners contact the office prior to initiating any work which may include (but is not limited to) the following activities:

  • Tree Removal (by heavy machinery);
  • Re-paving of parking, or driveway expansion projects;
  • Grading or re-surfacing lawns or yards;
  • Addition or Building Expansion projects; 
  • New Construction; and
  • Septic Repair/ Upgrades

Municipal Separate Storm Sewer System (MS4)

 

The Town of Norton administers a Municipal Separate Storm Sewer System (MS4) permit to implement the following municipal stormwater management measures:

  • Pollution Prevention;
  • Treatment and/or removal techniques;
  • Monitoring;
  • Use of Legal Authority; and
  • Maintenance to control the quality of storm water discharged to storm drainage components and thence to waters of the U.S.
